Here are some helpful reminders to remember on Election Day. Please take a few minutes to read it and share with your family and friends. Note that some steps outlined below are for the precinct using automated PCOS machines. Ug para sa mga presinto nga nahimutang sa halayong bungtod like my Sitio Kaligdag-Bugon, the traditional casting of votes will apply below:

TRADITIONAL VOTING PROCEDURES (PARA NAMONG TAGA-REMOTE AREAS OF BORBON)

NEW PROCEDURE FOR AUTOMATED ELECTIONS

1.) Know your precinct number.
Know your precinct number before the actual election. Ask your local Comelec or go to Comelec’s Precinct Finder at http://www.comelec.gov.ph/precinctfinder/precinctfinder.aspx

2.) Prepare your codigo.
Prepare your codigo. Prepare a list of candidates of choice before going to your precinct to make the voting process faster

3.) Polls open at exactly 7:00am on May 10 and close at 6:00pm
Polls open at exactly 7:00am on May 10 and close at 6:00pm. Try to be there before opening in case there’s a line. Remember since automated election is new, you should expect a lot of confusion and longer voting time so VOTE EARLY.

4.) Inspect ballot provided by the Board of Election Inspector
Make a visual inspection of the ballot provided by the Board of Election Inspector (BEI). Make sure the ballot is clean and free of marks before accepting it from the BEI. Do not accept ballots with marks or dirt because the PCOS machines may be unable to read them. You get ONE CHANCE to ask for a change of ballot.

5.) Use only BEI provided pen.
Use only the pen provided by the BEI in shading.

6.) Make sure you fully shade the ovals
Make sure you fully shade the ovals, or the machine might reject your ballot for having “ambiguous marks.” DO NOT check, line, cross, dot or half-shade. Make an effort to shade within the outline of the oval.

7.) Do not over-vote
Do not over-vote, otherwise the PCOS machine will not read the votes for that position. Vote only for the number of candidates allowed per position. The allowable number will be stipulated in your ballot. You may, however, vote for less than the required number.

8.) Do not fold the ballot.
Do not fold the ballot.

9.) Only one ballot per voter.
Only one ballot per voter. You will not be given another ballot if you make a mistake while voting.

10.) Make sure you line up at the correct machine.
Your ballot will only be read by one specific PCOS Unit to which it was pre-registered. Make sure you line up at the correct machine.

11.) You get FOUR tries to feed the ballot ONLY.
You get FOUR tries to feed the ballot through the PCOS Unit. You can put it in forward, backward, right side up or back side up so relax and make sure you get the ballot through in four tries.

12.) Wait for the read out to see if your ballot was successfully scanned.
After inserting your ballot into the PCOS Unit, wait for the read out to see if your ballot was successfully scanned. It should read: “Congratulations! Your ballot has been scanned.”

13.) If precinct runs out of ballot, you can cast at next nearest precinct.
If a precinct runs out of ballots, a voter can still cast his vote in the next nearest precinct. The BEI should accompany the voter after giving the latter a certification.

14.) Only the BEI can hand out ballots.
Only the BEI can hand out ballots. Not even local officials, Comelec personnel and Smartmatic technicians can interfere. Also, no one should tinker with the PCOS machines during voting time.

15.) Voters should makes sure they sign the voters’ list at the start
Voters should makes sure they sign the voters’ list at the start, and have their fingernail marked with indelible ink at the end. This is one safeguard against “flying voters”.

16.) Affix your signature and thumbprints
Make sure you affix your signature and thumbprints in the necessary forms.

17.) At end of voting period, watch the screen for voter count
At the end of the voting period, the PCOS Unit will print out the vote count on a paper, similar to a cash register receipt. The print out will be put in a sealed box and sent to Comelec for proper disposition. The machine will also count the number of voters based on ballots inserted into each PCOS Unit. Make sure to watch the screen for voter count as well as other important messages it may display.

18.) Remember, allotted voting time is from 7am to 6pm
The allotted voting time is from 7am to 6pm. Voters who are within 30 meters from the precinct or are still in line after 6pm can still vote. They should have their names listed down by the BEI. Voting should continue until everyone within 30 meters of the precinct or in line has voted.

19.) People barred from the polling precinct.
Armed police, military, para-military forces, security guards, barangay officials, armed goons and supporters of politicians who are campaigning are barred from the polling precinct. The BEI should send them out.

    Hello Borbon….

Good day to our fellow borbonanons, hoping for the best of borbon & the peoples starting this year 2010. The election day is over i hope that first automated election system is succesful without interruption / flaws.

However, did our electorate is smart enough to choose the person to lead borbon for another years? Do this elected personalities (LGU’s) are concerned about borbon/active and have an initiative/visions to run this town / transform from sleepy one into bustling / progressive town in the north?

This is a question, but if our electorate the voters itself were all aware & have them a lesson learned on previous years of political persons reign borbon for how many years & nothing had happened for borbon on that years of tenure, theres no develoment to make the town move to a bit advance, perhaps they do not vote for the same face again, hence, if this old political personalities won again this election for they were chosen by the peoples of borbon, the this is a “failure” i would say this because the peoples will be the loser, and again back to the square one.

So i wish peoples of this town of borbon has been successful to cast vote last May 10/2010 election & has been selected the best one the new personalities (not previous one) who are decisive/have vision/initiative to run this town, to draft master plan for infrastructure development of borbon at the same time will provide jobs to our fellow borbonanons.

Finally, i hope that this town will going to be progressive further so that the peoples living get impoved in the near future.

    Thanks a lot.

Hi Lucio, thanks for dropping by and for sharing your comments. The old and newly elected officials came to the office because MAJORITY of the Borbonanons voted them into their positions. Let’s just hope that the newly elected officials will do their share and do something to make our town more progressive and provide a much better way of living to ALL Borbonanons. We are left behind by many neighboring towns and it is a shame. We, the people, should come together and support our local officials while at the same, act as their own critics. Hopefully, in the future elections, Borbonanons will look into the records of each and every candidate especially the incumbent ones and check their records, if they have done anything good for Borbon.

Borbonanons should vote not based on the feasibility of winning or who has the most money but rather on “who can serve and lead Borbon for the better”.

@Lucio Novabos: Bay Lucio, the same with what you believe… we already had enough. But sad to say that we cannot alter the fate of Borbon especially in politics. “Old same old”… as the saying goes. Ang atong mabuhat sa pagkakaron is to support our incoming officials and let’s try to start assessing their accomplishment henceforth. Three years is not that long enough. In 2013, we can again give our assessment to the accomplishment of our LGU’s and we’ll be the sentinel for their own governance. The best thing we can do right now is for us to act as their critics ug bantayan nato ang kausaban sa atong pinalanggang lungsod para makakita na kita ug tinud-anay nga paglambo.

Bay Borj – I really appreciate your points & other tagaborbon who are really concerned about the fate and future of our beloved town that have neglected by some of our political leaders handling the affair of this (LGU) in terms of progress & development for many years ago.
May i cite one example, the modification/modernization of the municipal hall, the establishment of new childrens park, the delapidated borbon public market, this public edifice should be expanded & modernized par to those of other towns of cebu, all of this might be happened & realized only through the initiative & well planned by those leader of this town who handle local government affairs for quite long time.

Another thing those elected leader shall considers the development of tourism in this area, as i’ve said earlier there are lots of potentials that this town & some barrios can offer… Borbon had there’s “Tuburan /Ilaya cool spring, that can be converted into a beautiful mountan resorts, & on the top of the mountain overlooking the sea, resort hotels can be potential & other infrastructure suited for that paricular area under development & to be done into -Phases by Phases.

In addition, road infrastructure leads to different barangays on this town known as feeder roads, i wonder and surprise for this kind of roads, on the corner of the provincial road this road looks very nice / accessible from point to point, hence, only few meters away cemented the rest up to the ends were all rough & dusty, the question is the funding of the government for that conreting only for several meters away from provincial roads? & not for the entirety of that road end to end? if not where’s the rest of the funding for such funding came from taxpayers money? How the tourist can go to their destination with this incomplete roads situation?,and besides scarcity of the water supply in some other barangays.

This issue must be addressed by our elected leader handling the government affair of this town, peoples are not asking a rapid changes, (if rapid changes available provided that theres foreign investors willing to invest in, thats is fine & welcome) enough for the peoples to see something improvement for this town/barrios in gradual bases, and the peoples must be vigilant to gauge this elected leaders of borbon.

    Thanks lot.

    greetings from the LORD

As i remember for 32 years in Borbon there is no place for destiny. It is because the people itself did not see what is really the real essence of leadership. Basically, the politicians itself has their own personal intention meaning their own personal interests. if you try to look into the situation, however, you can justify how poor Borbon is.

It is because were voted politicians who has not enough knowledge in implementing rules and regulations or even municipal ordinances that would be beneficial to all Borboranons. It is you young people would be involved, be heard because Borbon is now on the black dawn.
